The purpose of the Library is to compile historical and engineering information having to do with the town of Scooterville, and the planet, New Grove. New Grove has always had a healthy industrial industry which became the best of the arms manufacturers in the League of Planets. Thus, New Grove became a collection of highly intelligent engineers, military brass, and experts in engineering design. While the original founders of New Grove were primarily country people, they have not let the industrialists completely take over the planet. There are still pristine forests and farmland. New Grove is thought of as a odd blend of backwoods and leading edge technology. Nobody is quite sure how this balance came to happen. And you can't prepare yourself for the first time you hear a discussion on hyperspace theory happening in line at the feed store.

The planet founders came from the country of the Tennesse valley and from Germany on Earth. Some of them also had been merceneries before settling and definitely brought their culture with them. Out of the colorful past of these individuals, the Black Hills Defense Force emerged and is located upon New Grove's moon. The moon is conveniently named "The Black Hills" due to it's volcanic dust. The moon does have a breathable atmosphere, but that doesn't make up for all the grime caused by the dust and most areas are enclosed. The moon makes a perfect test area for planetary equipment.

With the close proximity of the BHDF to the military's research and production power, a close alliance has been formed. The military provides some high end equipment to the BHDF and contracts with them for defense and security of the planetary system. Conversely, the BHDF provides docking facilities on The Black Hills for members of the Leage of Planets and training facilities for the military. The BHDF is available for contract by regional governments and corporations as long as they won't be opposing the League's standing military.
